Bilge is a qualified lawyer and consultant in the fields of public infrastructure finance, sovereign borrowing, PPP models, government guarantees, legal structuring of loans, documentation, negotiation and contract management. 

Her professional experience is built upon a decade long career in Turkish Treasury in financing of public infrastructure projects, sovereign borrowing, PPP policy and program preparation and implementation, followed by five years practice advising private sector clients and the World Bank. 

During her tenure in Treasury, she worked as a transactional lawyer in which she advised on the financial and legal feasibility of transportation and healthcare PPP projects and reviewed concession contracts and drafted debt assumption projects of various PPP projects including toll roads, airports, ports.

Her private sector experience includes advising clients in a magic circle law firm related to administrative law, PPP and privatization matters as well as data privacy regulations and advising the World Bank in providing two legal transition projects in Turkey.
